The following section of law,

A. Members of the Landsraad

1. Membership in the Landsraad is determined in accordance with the Imperial Charter and includes only those with votes to cast.

Be changed to:

A. Landsraad Membership

1. Only a noble of Shireroth may be a member of the Landsraad.
2. Membership is accorded to all nobles with voting privileges as per defined in the Big Fat Vote Thread.

Would all voting Nobles please either cast a non-ambiguous vote AYE to support the implementation of this Bill or NAY if they not in agreement with the content of the Bill. You may also ABSTAIN.

Where did you get the idea that Kildare voted Abstain? This bill hasn't even gone through the Seanad yet.

It is merely a default. You can change your vote at any time.

It is misleading. Abstain conventionally counts as a vote, but instead of "I approve" or "I disapprove" it counts as "I see this bill and do not wish to influence the outcome". Perhaps change it to "Not Submitted" or something like that?
