That, if the Procedures Amendment Bill 3805 ASC is passed, the Procedures be amended as follows:

A. Members of the Landsraad
1. Membership in the Landsraad is determined in accordance with the Imperial Charter and includes only those with votes to cast.

This is to allow Lesser nobles to speak in the Landsraad, but not vote. This only applies if the Procedures Amendment Bill 3805 passes.
