Any Shirerithian citizen may apply, except the Kaiser, Prætor or Steward, but expect me to quiz you on Shirerithian law. You can find the relevant section of the LawBook here.

Also, we should require that any member of the Judex be a member of the BAR. Both the Arbiter and Assistant Arbiter. Basically just means when appointed, the Arbiter needs to pass the test.
The Landsraad would have to set this down, and it doesn't violate the Charter to do so.
