May the (non-ruling) Steward hold citizenship outside of Shireroth?

That is sort of a grey area. A ruling Steward may hold no other citizenship than the Shirerithian. A Steward serving under a Kaiser is "subject to all restrictions" that the Kaiser is subject to in the Charter, among them the ban on dual citizenship. This is however not always respected.

hmmm. Honestly, I don't know where I stand. A Ruling Steward should definitely have no Duel Cit. I though non-ruling stewards were restricted to a total of 2?

Such a provision is not included in any of the laws that I am aware of.

Maybe that's a law that got lost... *shrug* Would be a solution.

I don't think we need a solution since I don't see a problem. As long as there is a Kaiser to check the powers of the Steward, I see no need to further limit zir number of citizenships.
