Question on Stewards

Lord Arbiter Imperial,

Is a steward in Shireroth, whether zie be the imperial steward or the steward of a noble, considered, by imperial law, a noble when exercising the rights of stewardship (acting as duke, acting as kaiser)?

Yes and No. They are not a Noble, but get auto Emissary status for reasons of the Landsraad. If they were a noble we would have double nobles on that level, which we can't have without a marriage.

Oh.. and Stewards are held to ALL the laws a Noble would be for that level.
