Because the Eastern Benacian Act would reduce the number of dukedoms to 2, I thought this up as a way to still have an effective Council of Dukes.This act authorizes the Kaiser to grant Dukedoms to the offices of Arbiter, Prætor, and any other Government offices as zie may choose, the names of such dukedoms being determined in an Imperial Order to that effect.

I have no idea what this actually will do...and the landsraad doesn't need to authorize the kaiser to do anything, the kaiser supersedes the landsraad.

Because, knowing Shireroth, it'll get a bunch of people, and it'll get its own identity, and then no one will want to break it up. I also feel like it's kinda jumping the gun some. There has to be another solution that will be more productive long term. I want the council of dukes to be instituted before I'm done being kaiser.

That's what I'm trying to solve, but a proper solution hasn't presented itself yet. I'm trying to get a permanent solution so we don't have to use these silly, awkward interim setups.
