Quote:B. The Pan-Hyperborean Council1. The Pan-Hyperborean Council is a prime organ of the ducal government, second only to the Elder himself. Every citizen of Hyperborea Proper and Elwynn or any other fiefdom has a seat on this legislature, but the number of votes given to each member differs. Those living in Hyperborea Proper are granted 6 votes, those living in Elwynn or any other fiefdom are granted 3 votes, and the Elder is granted 7 votes. Any individual can propose an issue to debate simply by posting in the Council thread (located in the Hyperborean forum), but the Elder is empowered to decide whether or not a vote is held. In the event of a tie, the Baron of Elwynn or of any other fiefdom is given an extra vote.If we are hanging on to the Hyperborean Statutes, then perhaps the above section should be changed to:Quote:B. Every citizen of Hyperborea Proper or any other fiefdom within Greater Hyperborea has a seat on this legislature, and all members have an equal vote. In the event of a tied vote, the Council will trust to the Elder to resolve the issue.I'm just not sure what we should do in the event of a tied vote..
