Ardashir Khan Osmani, by the Kharenah of Zurvan, Baron of Elwynn, to his subjects and retainers – Greeting.Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, this day decree that having have in the first place granted to Zurvan this Writ which by his Kharenah is confirmed for us and our heirs forever no settlement in Elwynn shall be permitted below the Forest of Eliria between the West Elwynn and the East Elwynn. A pallisade wall shall be errected along a line running from Eliria to Fort Francis to inhibit egress into the forbidden zone.It is ordered that all settlements below the line shall be evacuated. Evacuated civilians shall be entitled to a generous compensation package, to be negotiated with the elders of the displaced communities. Evacuated or displaced persons shall also be offered a luxuary holiday in exotic Kumarastan at the Baron's expense.The situation of the evacuated settlements shall be reviewed in a months time.Know that the penalty for going beyond the pale shall be exile to BAM.It is our will that Western Lot Contractors conduct special engineering works inside the forbidden zone for our glory. They shall recieve a just reward for their labour.This project shall be refered to hereafter as the Great Elwynn Civil Engineering Project or GECEP in all official correspondence.Only persons specified by the Baron, his liege lords, or Western Lot Contractors may enter the closed zone.Enacted this day in accordance with the Baronial Will
