Deputy Prætor?
I was thinking, given what has gone before, if it would not be a good idea for a Deputy Prætor to be elected also, perhaps whoever comes second in this Prætorship election, for example?

That position is held by the Steward, if I'm not mistaken. Perhaps I'm mistaken though...

Ah, I was mistaken:
So it's the Kaiser who is technically "deputy" Prætor...The Kaiser shall manage the election of the Prætor by the Landsraad, and shall act as Prætor of the Landsraad until one is immediately elected.

Only for votes, you don't get the title or powers granted to the Praetor.
I would support the creation of a Deputy Praetor. But the Landsraad would need to add it to the procedures, and say what it means to be one. Does it just come into play when LOA's are announced? Does it give them any powers when the Praetor IS around?

The Kaiser only acts as Prætor during the election. A Deputy Prætor would step in when the Prætor is unavailable, kinda like a Steward. I think it's a good idea, but it needs to be legislated. I would recommend the LawBook. The provisions for the Assistant Arbiter, a similar position, are in the LB. As Erik says, the DP should be mentioned in the Provisions as well.

hmm.. Lawbook might make some sense, but I think Landsraad stuff should be kept in one place for ease of reference, thus the Procedures of the Landsraad.

But the Procedures aren't law, the LawBook is. For the Deputy Prætor to be able to act as Prætor, he needs some legal support. Otherwise, if the DP is only stipulated in the Procedures, he won't have the same authority as the Prætor does. He will be more or less a secretary.

As to where the deputy praetor position is it to be codified, I will defer to the arbiter's official opinion.

Well, it's really up to the Landsraad were it's put. It's more a matter of preference then legality in my mind.

My official position is that the law creating the office should go in the LawBook, with more specific rules (if any) in the Procedures.

here is the text from the LB outlining the powers of the Assistant Arbiter.
I think just replacing the appropriate words and omitting certain clauses would suffice to create the DP? Whoever gets 2nd most votes would be a quick and easy process.6. The Arbiter may, with the consent of the Kaiser, appoint an Assistant Arbiter.
a. The Assistant Arbiter is to assist the Arbiter on cases, issue preliminary opinions on matters brought before the court, and to provide an additional point of view on cases.
b. The Assistant Arbiter shall act in stead of the Arbiter should the Arbiter not be available.
c. The Assistant Arbiter shall hear any case the Arbiter is unable or unwilling to hear.
d. When acting as Arbiter in the manner stated in b. and c., the Assistant Arbiter shall have all powers and duties of the Arbiter.
e. In 6. b., "not be available", and 6 c. "unable", shall be considered to mean either a stated leave of absence or if the Arbiter does not, within 48 hours, reply to an official question or case put before him.

So how about adding to Chapter IV, section C of the LawBook the following:
And then adding the following section to the procedures:4. Deputy Prætor
a. The Deputy Prætor of Shireroth may only be elected by the nobility of the land from among the Full-Citizens of the Land.
b. The Deputy Prætor does not have to be a Noble of Shireroth.
c. The Landsraad may further specify the powers of the Prætor within the Landsraad.
d. The Deputy Praetor is held by the same restrictions as the Praetor.
6. The Deputy Prætor
a. The Deputy Prætor shall act in stead of the Prætor should the Prætor not be available.

Make sure to state in the lawbook that "the deputy Praetor is held by the same restrictions as the Praetor. "
