The Landsraad could replace a Prætor that iends to allow that. So there is a check on that as well. The Arbiter can also remove the Prætor for "grievous abuse" of power or "grievous misconduct".

Wrong. If the Praetor acts fast then the Landsraad can't do much to intervene (the Praetor himself needs to pass the voting, a progress that's a lot slower then giving approval to the Kaiser to change the Charter). ;)
From a distance I'm concerned about the rampant lawyerism manifesting itself in Shireroth currently. A simple Kaiserial slap on the wrist or censure by the community should suffice. - Jacobus Loki

The praetor, by tradition and practicality, doesn't handle the removal of the Praetor. But yet. Unless they can remove him first, his action would occur first.

If the Prætor announces beforehand that he intends to allow the Kaiser to change the Charter into a fluffy pink bunny, the Landsraad may remove him. If he does so without announcing it, the Landsraad can remove him afterwards, making it political suicide. By the way, I have always viewed the statement made by the Prætor after a vote be a mere formality. A bill can, in my mind, pass without that statement.
