Shireroth's not like that, though.
Actually... nations are bigger now, at least that I see, then they were in those days. Shireroth alone has about as many people in it as Apollo all together at most points.

To give the Devil his due, the VCC did have over 120 cits circa 1998-1999.

"Shireroth sumus. Tempus in parte nostrum est."
The Awaited One, Bearer of the Sword
Traditional King of the Mala'anje
Prince of Hvalafell
Lord Protector of Yardistan
Vryheer of Maraguo

Shireroth is hardly representative. I read stuff about nations like Jasonia having 15-20 members in their hey day - where as the average membership today is probably 3.
The character Andreas the Wise is on indefinite leave.
However, this account still manages:
Cla'Udi - Count of Melangia
Manuel - CEO of VBNC. For all you'll ever need.
Vincent Waldgrave - Lord General of Gralus
Q - Director of SAMIN
Duke Mel'Kat - Air Pirate, Melangian, and Duke of the Flying Duchy of Glanurchy

And references may be made to Vur'Alm Xei'Bôn (a Nelagan Micron of undisclosed purpose).

Less, if you average citizens by nation and factor in the Alter Egos. :nuclear

Nah, the big ones have always been exceptions. Trust me, I've been there ;). It's just that the ones getting a lot of pages in the history books were mostly the big and succesful ones. Apollonian history is littered with RyanNations and Automatic clones and huge pointless merger attempts that never went anywhere and whose names I don't even remember anymore. If nations seemed bigger in the Apollo era, it's probably because of the greater internationalism afforded by ezBoard.
