Title Purchasing Act
Maybe change it to say that the specifics (like cost) of buying titles can be changed by the Ministry of Trade? That would allow for more adjustment in case it ended up being too high or too low.

It seems like the specifics were a hotly debated issue. Though I trust Andreas with all things economy, is it wise to give one person sole authority over something a lot of people seem to have strong opinions on?
