Anti-Trolling Law

So, a set of law to deal with public decency, and anti-trolling might be in order. Describing what is and isn't trolling might be hard, and policing it might be difficult. We always have the absolute power of the Kaiser, but some laws for the Kaiser to use as reference, and for some less to use as a rule/guidline might be nice.

Somethings seem self evident, pornographic material and some other derived works. We don't seem to care about cursing, nor would I suggest we start. But how to we legislate that we don't want people coming round simply to antagonize the populous?

Then perhaps the punishments. That I think should be as follows.

First offense in 6 month period. 7 days.
Second offense 28 days.
Third offense 3 months.
Fourth 1 year.

Exactly. While I agree with the proposed tariffs I feel that the law should lean towards being directed against obvious obscenity as opposed to mere sarcasm and non-constructive commentary (yes, that is because I would otherwise be a prime offender).

I don't really approve of making this a law since trolling is one of those things where every case really is different and a different response is warranted each time. I mean, ICEBREAKER has been trolling us for years, but nobody is suggesting he be banned for any time whatsoever, nor should they.

I personally like the "indefinite until they apologize, and then a timetable dependent on how annoyed we are at that person" type thing we've got going on right now.

I dunno. I'd rather not have any laws on the books and just let the Kaiser give random and completely unexpected smackdowns at his own discretion. Keep people on their toes and all.

It'll make things more flexible, and if we all just really hate someone and see no redeeming value we can permaban them without worrying about numbers. Let's give Shireroth a reputation as a country where penalties are swift, merciless, and unpredictable.

I could support such a punishment system.

We could leave this unlegislated, but I'm concerned we'll get more uproars like Jonas' if it's enforced again, without being in writing. (wasn't that his main issue?)

It's that last one that gets me, and I know you added it there on purpose. Why in the HELL would we want to make things unpredictable? Listen, you might be all confident that you'll stay in Shireroth forever and so you don't really care what laws get passed because you don't expect them to really apply to you, but a lot of people recently have expressed a lot of fairly legitimate worry and nervousness about how the show is getting run around here. The last thing - the LAST THING - we need is to tell these people that they have to be watching over their shoulder all the time or Big Baddy Kaiser(ess) is going to smackdown them for something they didn't really know they had coming.

These aren't private conversations; they're in public threads on these forums. Some in subdivisions come to mind. I'm not going to go link hunting for you. You have an IAC that I'm not a part of - make them do your dirty work.

I'm talking about non-citizens. They should be tiptoeing around to avoid offending us. I admit I didn't think of citizens as potential trolls.

I'm loath to say it, but that's why a law might be good, to help protect citizens, but not non-cits. But that sounds frighteningly of bill of rights territory.

Such a law would have to be put in the Charter, and I know you don't want to do that.

I don't.......... But.. maybe... something to the negative. Saying the Non-cits have NO rights/privileges...etc. We could make something that at least protects cits from the Judex/Ministries.

I don't think that cits should be "protected" from the Judex. There is a reason why we have a Judex. If you really want this kind of law on the books, you should pass a law stating exactly what a citizen can be banned for by the Judex, and then make damned sure that you don't give the throne to some complete idiot.
