Ah the age old cunundrum. Does an Arbiter arbiter when no one is there to see him arbiter?

Well perhaps, laws on contracts, inheritance, crimes/offences.... Some stuff I can actually make a reasonable ruling on without being arbitrary judgments.

The Landsraad should legislate more, but that is ultimately up to them. You are a member, so why not introduce a couple of bills yourself?

I could... But then, it'd be stupid of me to introduce laws which I then would have to interpret in the Judex.

No, it's not. We don't have enough people to handle some sort of separation of powers system. If you write the laws good enough, you won't have to interpret them.
