Restricting citizenship to...:
I've compiled a list of all citizens we have, who have immigrated or filled census forms this year. They are:

I was thinking that as a new thing to do, we should restrict citizenship only to include these with the Kaiseress having the power to make exceptions for other "former" citizens, such as Hypatia's Mom and Nick of Yardistan.
Then, every year on Oustfest, we restrict citizenship only to include those who have been active (ie posted) in Shireroth during the previous year.
What do you think?

Is there a special reason why we need to know exactly who is a citizen and not?

Too complicated, too prone to abuse. We know who we are, in the corporate sense.
Besides, we have citizens who don't file out forms well, and they are nonetheless valuable.

I wouldn't mind it at all if you do this. Don't see any reason to put it through the Landsraad anyway. I'm pretty sure you can regulate citizenship as you like as MiniImNat .

With your permission, I would like to implement my proposal regarding citizenship as a one-time thing, following the advice of Lord Straylight.
This would help record-keeping in the Republic. It would be easier to follow people, to see who are citizens, and to verify if a denizen claiming to be a subject of your Majesty is indeed a subject or not. It would also convey a sense of order in our Imperial Republic. It would show the world that we have a clue about who our citizens are, how many of them are active, and we could more easily see which duchy is more populated than an other.
As minister for immigration and naturalization I would like to establish an office of records, where contracts between people are stored, marriages recorded, etc.
