MiniImNat. Do we need a new one?

Jess kindasorta jumped the gun on decree 361, which states that Ric stands as the MiniImNat until a new one is appointed by the Landsraad... considering that's something we could do anyway, I don't think the position was meant to be temporary.

That is, unless Ric really positively wants to resign. I see no reason he should, though. Ric?
