That MiniInfo forum looks so awfully... ministerless

LawBook 1.6.2.F ("Minister of Research and Education") shall be removed.
LawBook 1.6.2.B shall be replaced with the following:

B. Ministry of Information
1. The Minister of Information shall be given Sysop access in the ShireWiki, access to update Malarbor announcements or to arrange for updates by others, and a budget set by MiniTrade for outsourcing ministrial duties as necessary.
2. The Minister of Information shall be the chief editor of both the ShireWiki and of the Malarbor announcement box, with final say over their contents and possible disputes thereover except for the Kaiser.
3. The Ministry of Information shall maintain a Department of Research and Education for the organization and development of national culture, technology, and education.

Basically... yeah. Short and sweet. It removes most of the vast amount of cruft that had accumulated on the MiniInfo's head and instead heaps on some other cruft that had to go accumulate itself *somewhere*. So as a result it's still a bit of an Odd Jobs Department... but at least it's one that a normal person could take care of.

I was thinking of Allot for the position while writing this, though maybe Jake or Shyriath is interested? But more importantly - should these jobs be held by someone else, should other jobs be held by the MiniInfo, is it blasphemy to rename the MoRE to DoRE, what's the MiniTrade's opinion on mentioning the budget thing, etc.?

I think there should also be a position (not that this needs to go in the bill, but as a thought) for head of the Department of Research and Education. The All-Mighty Trinity of Shirithian Culture shall be the MinInfo, the head of the Department of Research and Education (who will also be the Dean of the University), and the Director of the SSHIT.

If any of this actually needs to be legislated, feel free to slot it in.

I think it's best to think about legislating that position once we have a citizen that it would be appropriate to put in there... (I like how micronations work sometimes)
