Alternative:
With the exception of clear spam (Advertisements and nonsense keywords and such) and in matters of national security (SHINE wuz here), if a post is moved or deleted, and poster has the right to inquire as to why this post was moved and, if they disagree with it, contest it to, say, MiniInt (And perhaps if they want to push it even farther if MiniInt agrees with the move/delete, add in a clause for sponsorship by a noble allowing it to be brought to the Landsraad).
I can't imagine such a privilege being abused too badly.
