Jess, under Anunia you need Greg to agree to fight under Anunia. And to agree not to use magic. Anunia actually refers to magic - look it up. You need to determine acceptable provisions for victory, do orbats, appoint a judge etc. before you can begin your conflict.

I'll also draw your attention to the following sections of the Lawbook.

VIII.L: Shirerithian External Military Policy
1. Let it be known to all foreign powers that unless they have a specific invitation from Shireroth (or a person legitimately representing Shireroth), or unless a legitimate reason has first been supplied for their presence, foreign troops are not allowed into the nation.
