What is the capital of Brookshire

The largest and most centrally located city in Ynnraile is Avakair, which I want as my capital. But I'm Count of Syrelwynn, and the capital of that county is the city of Syrelwynn, and I don't really want to change counties.

How does Brookshire as a whole solve this problem? The Kaiser is the Count of Monty Crisco, but the capital looks like it's Brookshire Hamlet in in Modan-Lach, which is Maksym's. Is Monty Crisco a temporary capital of Brookshire while the Duke resides there? Or does the Duke live in Brookshire Hamlet and govern Monty Crisco from afar? Or is there a division between the executive and legislative capitals, like in Bolivia?

Oh, and why is the capital still just a hamlet?

You could declare Avakair and some lands surrounding it to be part of your county for the duration of your tenure as Baron.

When I do Dukal things.. I go to Brookshire Hamlet (it's a large city.. but the name just stuck...).. County matters bring me to Monty Crisco... and Imperial matters bring me to Shirekeep... I move around a lot...
