Ducal Decree #3: Limiting the Power of the Duke
I, Syr William, Duke of Brookshire, do on this day, 3586 ASC, do decree that
as of 3587 ASC the Duke/Duchess of Brookshire cannot make any laws without
the support of at least 1 Baron or 2 Counts.
A Duke/Duchess of Brookshire may not make this Decree null and void without
the support of at least 2 Barons or 4 Counts.
The Duke/Duchess shall still have the power to make people Baron's and Count's
but may not fire a Baron or Count on the basis of not supporting a Decree. A
probable cause must be found to fire a Baron or Count.
By my hand,

I oppose this. The Duke of Brookshire should have autocratic authority. We must represent the best Feudalism Shireroth has to offer.

This isn't democracy and in fact does represent the reality of a feudal system. A King could not act without the financial and military support of his Dukes, and so on. Feudalism is not centralised autocracy; far, far from it.
However, in terms of Shireocracy, this does represent a great shift as Shireroth is generally unaffected by fiscal and military influence.
Edit: Though given the developments of the past year (i.e. the economy, SCIRA), this move might actually represent the next stage in Shireocracy.

but what if I added a clause to say that if there where less than 1 baron in the Duchy then the Decree would automatically be made void?

Okay. I officially repeal this decree.
The main reason I made this was when i was just a count I remember wanting a bit more of a choice in what was happening in the Duchy than Counts have.
What would you say if I opened a lesser house in the Kehl for counts?

Up to you really, but I've always frowned upon this level skipping. Counts can be involved in a council in their barony, barons in their duchy, and the dukes in the Landsraad.

But, my Niftyness, the fact of the matter is that most Baronies do not have a council in which Counts can be active.

But seriously, combining Counts and Barons in one Council is a good idea, because separating them encourages elitism which discourages activity. If you need to give counts half a vote or something like we did then you can do that.
