Decree on Trust Tax

I, Duke Benkern of Yardistan and Anarch of Yardistan, do declare the following:

First that in consideration of acts performed by a certain Yardistani Noble there shall be a tax known as the "Trust Tax" in our Duchy.
Second that the Trust Tax shall initally set to be a one-off payment of 50 .
Third that the Trust Tax shall be employed against nobles of Yardistan whom the Duke cannot trust with the Erbs he has.
Fourth that the punishment for refusal to pay the Trust Tax shall be consideration by the Duke for their title of nobility to be stripped from them and granted to another resident of Yardistan.
Fifth that the Duke of Yardistan may on his own initiative compensate those who must pay the Trust Tax with the same amount of Erbs back if he believes they are trustworthy enough to have those Erbs once again.

The tax is on "Nobles". I'm a commoner in Shireroth. I'm immune.

And any Shirerithian without a bank account can get a few erb from me, while I've still got a couple.

I'd love to stand an a tall building in RL and drop paper currency on people I like, and half-dollars on those I don't.

I hear that happens in New York on a regular basis. I can think of a few circumstances where people just handed out money. I suppose if that's what you want to do, but I don't think you're making much of a statement. Scott doesn't have an account, and probably won't get one since it doesn't fit in with Hyperborea. But he's not making a big deal about it.
