What would happen if the Kaiser showed up and voiced an opinion in there? (I won't out of respect for the inner workings of the duchy.. but what if I did?)

Nothing would happen. The Kaiser may speak anywhere he pleases. That is simply inherent to the Kaisership.

I thought it was considered something of an enforced tradition that the central authorities - that is, the Kaiser and the Landsraad - of Shireroth didn't interfere with the Duchies internally.

yes and no. If the Duchies themselves overstep their bounds I interfer.. or if they do somethingt reallly stupid.. I might show up and say something..
