By this fifth decree Kalirion, I hereby make Aurangzeb Khan of Alalehzamin my emissary in the Landsraad.

Lord Kalirion, does this statement officially deem Mr. Khan as having taken his seat in the Landsraad? Or will your voice be heard yet until he has made an appearance himself?
