Ducal Decree LXIV : Regarding the Landsraad & Feudal Lands

By the will and grace of the Duchess of Elwynn, let the following be implemented forthwith:

I. The Duchy of Elwynn shall maintain its traditional feudal structure of Baronies and Counties. The Constitution of Elwynn shall remain unchanged and shall remain furthermore the highest authority on land divisions pursuant to this decree.

II. The Landsraad votes shall be as follows:
i. Me, who does the telling: 6 votes
ii. Scott: 2 votes
iii. Leo: 2 votes

III. Any baron shall be eligible for votes in the Landsraad, but since I'm Duke and the Kaiser is...the Kaiser, that leaves Scott and Leo.

IV. The votes may be redistributed may the Duke at any time.
