This decree shall contain all essential elements to the administration of the duchy in a single, accessible document. All subsequent dukes are encouraged to amend this decree to keep decree clutter to a minimum.
1. Confirmation of the Composition of Baronies, their Constituent Counties, and the Lords of all those lands:
Barony of Eliria - The Khan of Vijayanagara
Eliria and Utasia - Iskander Mirkdale
Alalehzamin - The Khan of Vijayanagara
Barony of Iserdia - Isabelle Allot
Araxion - Isabelle Allot
Smjorkyr - Nathan of Natopia
Cape Farewell - Vacant, falls to Baron
Barony of Kai-Rakoth - Eoin
Hyperborea - Scott of Hyperborea
Bjorngard - Eoin
Cimmeria and Avaldsnes - Harald of Froyalan
Barony of Nordland - Leo Dine
Illumination - Vacant, falls to Baron
Wintergleam and Wolfraven - Leo Dine
Agnesia - Cho'Gall
2. The borders of these counties and baronies shall be confirmed in Schedule A of this decree.
3. The Council of Eliria is the advisory and legislative organ of the duchy and its Rules of Order are confirmed and backed by decree.
4. All sovereignty of the lands belong to the Kaiser. The Duke of Elwynn enjoys full and complete domain over all baronies and counties and other territories within the duchy. A Baron or Baroness will have domain in their Barony and the Counties within their Barony. A Count or Countess will have domain in their County unless their respective Baron interferes.
5. The Steward of Elwynn shall be appointed by the Duke to be his representative during absences. The Steward is authorized to vote in the Landsraad when the Duke is unavailable to or is on a stated Leave of Absense or has not been seen in 48 hours and a pressing matter requires Elwynn's vote in the Landsraad. The Duke may overturn any Steward's decree and recast any vote made in the Landsraad according to the Landsraad procedure. Isabelle Allot is confirmed as the current Steward.
6. The Line of Succession, in the event of the abdication, death, or otherwise inability of the Duke to maintain the throne for a prolonged period of time, the following persons shall be considered heir in this order as long as they retain residency within Elwynn:
1. Eoin
2. Khan
3. Scott
In the event that this Line is disrupted or otherwise cannot be continued, a replacement Line shall be decreed by the Steward of Elywnn.
In the event that the Steward of Elwynn cannot do so, the Line shall be decided by a two-thirds majority of any present members of the Council of Eliria, and the decision made so shall have the status and standing of a decree.
7. The vote allocations for the Landsraad are as follows:
