Decree LIV - Confirming the Line of Succession & Other Stuff

By the will of His Grace the Duke of Elwynn, the following Decree be implemented forthwith:

I. The Line of Succession is hereby confirmed as follows:

1. Nathan of Natopia
2. Leo of Wintergleam
3. Harald of Froyalan (SHOULD he maintain Shirirhtian citizenship)
4. The Khan of Vijayanagara
5. Cho'Gall of Agnesia
6. Scott of Hyperborea

In the event that this Line is disrupted or otherwise cannot be continued, a replacement Line shall be decreed by the Steward of Elywnn.

In the event that the Steward of Elwynn cannot do so, the Line shall be decided by a two-thirds majority of any present members of the Council of Eliria, and the decision made so shall have the status and standing of a decree.

II. Leo is hereby confirmed as Steward of Elwynn.
III. All Barons, Earls and Counts shall retain their positions.
IV. The EBR team, as well as the Duke of Elwynn's speech writers, are hereby forbidden from striking. They will return to work immediately.

Maybe I don't understand - but this seems to imply the other guys can be parts of the line of succession without maintaining Shirerithian citizenship. I'm 99% sure you didn't mean that but that's how I'd read that decree. I'd omit everything in the parentheses and let the traditional notion of "only citizens can be Dukes" be implied.

Quite the opposite, in fact. That was put there to indicate that should he NOT be a citizen, he is ineligible.
