By the Grace of the Goddess Elwynn and the Will of her People, We, Andrew Allot, Earl of Araxion, Advocate of the Mango Bar, do hereby proclaim that Iskander Mirkdale shall no longer rule as Duke of Elwynn. In order to rejuvenate Elwynn and restore her former glory, we shall take his place as Duke of Elwynn. We hereby decree that the following shall remain true in Elwynn:

1. That Ducal Decrees XXXIV to XXXIX are hereby repealed.

2. That Iskander Mirkdale shall retain his position as Baron of Eliria.

3. That Rai Avon-El shall be reinstated as Steward of Elwynn and Count of Cape Farewell.

4. That Leo Dine shall remain Earl of Wintergleam and Baron of Nordland.

5. That Scott of Hyperborea shall be reinstated as Baron of Kai-Raikoth.

6. That Nathan of Natopia shall retain his position as Baron of Iserdia.

7. That all Earls of Elwynn shall retain their positions.

Unfortunately the Lawbook says that the law, while permitting rebellions under certain conditions, does not allow anyone to declare themselves to be a Duke. Consequently the above "proclamation" is illegal and shall be considered void, and all affected official decrees remain legal and in force. The Council of Eliria will give further consideration to the matter.
