Ayreon, by the Grace of Her Most Sacred Lady, Kaiser, Prince of Hvalafell, Count of Shirekeep, unto the Gods of the Cedrist Might, the Lords and Ladies of Shireroth, and the Good People of the Empire, greetings --

The Landsraad is hereby granted the powers to legislate on all matters relating to Imperial Decree 303, including the right to amend it.

Done at the Imperial Palace of Shirekeep, this day of Aris, 23rd day of Qarbinionsmoon, MMMCCCVI ab sectora condita.

Unless I'm mistaken:
"The Landsraad may take no action that violates this Charter, the Lawbook, or Imperial Decrees of the Kaiser. Neither the Landsraad, nor any body it creates, has authority or jurisdiction over the Kaiser or this Charter."

Since that is in the Charter, it cannot be contradicted by decree. Erik might have some other view on this.

It seems to me that the Kaiser is actually giving the Landsraad enormous latitude in altering the Imperial Decree, and that this particular Decree supercedes those provisions. If I were a duke who was unhappy with 303, I would just thank His Niftiness, and go about making up provisions more to my liking, which is usually one of the major difficulties with unpopular Imperial Decrees--their inviolability.

A decree cannot supercede provisions of the Charter. I agree that the thought is commendable, but I don't think it's legal.

I thought new Kaisereal decrees could provide for changes to be made to older ones. I am certain I have seen it on more than one occasion in he past 4 years.

Yes, they can. But Imperial Decree cannot amend or supercede the Charter.

The Charter states that the Landsraad cannot make any action contradicting an Imperial Decree. But what if that said decree allows them to amend it? I would still say that the Charter disallows that since it is the highest body of law in Shireroth. If His Niftiness wants to make law that the Landsraad can amend, I suggest he makes it in the form of an amendment to the LawBook. That has been done before. But as usual, Erik might have a different view on this. :)

I know that, but can't you just see him in that role as well? It also seems a bit more melodramatic this way than to just receive a legal opinion.

I have views on this..but have to go to work. But in a nut shell, ignoring legality. With this decree, in theory the Landsraad could change the decree to say anything, and in theory could even use it to give themselves more power.... if done right...
