Kaiser Letifer III is dead... sin by my hand. Weak and unrespondent... he deserved to die. And as my name suggests. I am of the house of Death.

But that is not why I am here. I have gone not to slay.. but to give rise to life. For from all death does life come.

And now it is time bring death to the old and the infirm structures that weigh down this nation...

1st. The Charter shall be suspended, with the approval of the Prætor.

2nd. All Dukes shall be stripped of their titles.

3rd. The Duchy of Brookshire shall be reinstated, with myself as Duke.
3b. Brookshire may be renamed to Berchshire, just an idea...

4th. Yardistan, Elwynn and Kildare shall remain as Duchies.
4b. if Elwynn has no population, it shall be renamed to Goldshire.

5th. New Dukes shall be appointed to the Duchies.

6th. Only Dukes will be allowed to vote in the Landsraad, with 1 vote each.

7th. Only the Ministries of Information, Exterior, Military affairs and Immigration and Naturalization shall remain. All others shall be dissolved or merged as appropriate.

8th. All citizens will be required to reapply and a proper and up to date list of citizens shall be maintained...

This is my plan, and shall become my orders as time makes them applicable.

How can Dukes serve in the Lnadsraad if there is no Landsraad? You suspended the Charter already. Unless, of course, you mean to say that the Landsraad, like the Kaiser, is so entrenched that it exists outside the framework of the Charter (which would please me immensely. )

I don't know how you plan to manage the country without the Imperial Charter. Sure, you may rule by fiat, but most of Shireroth's actual institutions exist inside the Charter. Are you going to shut down all the Ministries as well?

He already did so, but some of us are still continuing, on a Kaiser-appointed basis. And he called the Landsraad back into session a while back. I think you must have missed the memo.

The Kaiser, Ministers and Landsraad do exist outside the Charter, they predate it. Only the Arbiter comes from the Landsraad, and Chater(kinda).
