I hereby create the Ministry of Angst which shall be charged with overseeing and regulating all matters concerning Angst. Those practicing angst without a ministry sanctioned license shall be subject to fines and other punishments.

I hereby bestow the title of Minister of Angst upon Boo(cat), for none can do the job as good as she can.
