Many MNs will accept 2-post citizens who forget in three days all the nations they've joined. At the very least, Tri-Cit makes one sit down and think about their citizenships, time available and the like.
Yes, we don't get some of the movers and shakers over the long haul, but one at least has to make an effort to join Shireroth, and "ferriners" may participate at most levels, because we are nice folks.
....and if one has a 2-person nation that is hard to keep up, well......
