Imperial Order AII-7

An Order to Reclaim certain Counties and for other Purposes

1. The following counties are hereby reclaimed by the Imperial Government:
  • Bjorngard
  • Cimmeria
  • Wintergleam
  • Amarr
  • Discontinuity
  • Mar Sara
  • Vervollkommnung
  • Hawshire-Dura
  • Western Absentia
2. Applications may now be made to the Arbiter to claim counties under the new law.

3. Applications by the currently existing Houses (as of 3950 ASC) for the claim and designation of core county status shall be made directly to me.

Rhase Anandja, allow me to present before you a petition from my people.

Cimmeria and Bjorngard are two of Shireroth's smallest Counties: only Hawshire and Shirekeep itself have less land area. And unlike Shirekeep, which contains the eternal unspoilt capital of the world, these lands are mostly frozen tundra, poor and inhospitable.

For long years, the Hyperboreans have treated the Cimmerians and Bjorngarders as our own brothers and sisters. Both Hyfrost, capital of Bjorngard, and Avaldsnes, capital of Cimmeria, were designed by Hyperboreans, and we maintain large communities in both cities. The last Count of Bjorngard was himself a Hyperborean, a Paladin of Volsung, well conversant in our myths and legends, and it was Hyperborean Paladin Rhoni Karusion who founded Cimmeria so many thrice-nines of years ago. In countless wars, Hyperboreans, Bjorngarders, and Cimmerians have fought together, died together, and defended the Golden Mango Throne together.

It would be a travesty if these fine people, once joined in brotherhood under the Barony of Kai Raikoth, were to be forcibly removed not only from our own sphere of influence, but even cast out of House Kalir itself. What hope could such tiny enclaves of land have on their own, compared to vast territories like Novi Dalmacija or Frieden dozens of times their size?

Your Niftiness, I request that Hyperborea be allowed to annex these two territories, to become, as we once were, the protector of all the northern seas and frigid isles of Shireroth. In exchange, we will continue our cultural partnership with their people, and continue the work that such great Hyperboreans as Nirus Tinenetuwar and Rhoni Karusion have put into them.

Dear Sir of the Northern Lands,

with annex, do you mean a merger of the three counties under Hyperborea, or do you mean three separate counties although united under one ruler?

I mean that the lands of Cimmeria and Bjorngard become Hyperborean territory, although naturally if Your Niftiness would prefer an alternate arrangement we would be amenable.

With every plea like that, the whole "land isn't attached to any particular person or house" system seems to be rapidly sliding back into the duchy model.

After a little brainstorming, Jake and I wanted to exchange his county for Hallucination. That's pretty difficult now he lost it. Is it possible that we would still get Hallucination, which places him a position in which we can all help developing each others land, etc. :document

The whole point of calling my lands The Saran Isles was because they included two Saran areas; Florin Sara and Mar Sara. It was integral to finishing The Retreating Ice that both be included. No, I have not worked on the story in a while. Yes, I am going to finish it when I get a chance.

Merge them into one county; but don't take it away from me. I honestly don't care about status - I just want the lands so that I can finish the story I've devoted a great deal of time and effort to.

So you only write stories if you can 'own' the county?

That depends, Your Niftiness. But why should Ryan develop a county that he doesn't own and doesn't even belong to his House (I don't know if this the case)? Why would he write an awesome story if he can't even get an advantage by it (in this case: cultural development of his county).
