Your Highness Kaiser Meskan II,

I do hereby petition to be granted the County of Holwin, in the Barony of Elwynn, and the title of Count of the said county with what powers and duties such a title does contain, in exchange for my loyalty and my service to the Imperial Republic.

Would you mind taking Iseirdia-la-Vraulalennir instead? Elwynn's such an eyesore without that county.
