IMPERIAL DECREE #466: DEPARTMENT OF CONSTRUCTED LANGUAGE
1 BITSMOON, 3986 ASC
The Department of Constructed Languages is established as an independent Department-level organization unaffiliated with any Ministry. The Director of Constructed Languages reports only to the Throne, and can be removed only by direct Imperial Decree.
Con Quesa is the first Director of Constructed Languages.

So, where in the DecreeBook does this go? It should go in there since this is a decree, not an order.
The whole point of my switch to using orders was that we would avoid this type of decree, where a government agency is created and then forgotten because it's neither in the LawBook nor the DecreeBook.

Malliki: Yeah, I thought of that, but I wanted to make it a decree to signify HANDS OFF - people get really touchy when they do a lot of work on something and then someone else fires them and takes over, and the conlang is going to be a lot of work, so I wanted to make it nigh-on-impossible to revoke this, and nothing says "unrevokable" like Imperial Decree. I won't make a habit of it.

An imperial order would hold exactly the same weight as this does.
My recommendation would be that the creation of the Department is placed in the DecreeBook via Imperial Decree, and the appointment is made via Imperial Order.

Question: If so many important things are going to be done by Imperial Order, might it not be a good idea to record them in the wiki? (Assuming they aren't already, but they weren't as of last time I looked.)

They are usually one-time events, and as far as I'm concerned, double recording things is such a hassle, that's why I didn't wiki my orders. Perhaps a list with links to the relevant posts on the forum could be made.

Double recording being a hassle is exactly why there is a hole in the records where the EzPlague deleted four or five years of micronational history in an evening.

Including that of Benacia. I know there was a considerable amount of stuff I won't get back because I thought it was safe on the boards. (There's also a considerable amount of stuff I won't get back about Shirlan, for that matter, though at the time I was happy to see it go.)

Personally, this department ought to be put in the lawbook, not the decreebook. It'll just create confusion latter, and be moved to the lawbook.
