I would suggest Kaiseress Anandja II, the Underestimated. I suspect, in the fullness of time, we're going to look back on this reign like Hesam's - as an important reforming point in the nation. Though we had our disagreements, I think the Kaiseress overall was a good Kaiseress and it was an honour to serve her as a Margrave.
