A decree to appoint an Assistant Minister of the Interior

By the powers vested in me by the Imperial Charter, I hereby appoint Erik Mortis Assistant Minister of the Interior.

Why? If I'm not mistaken, Mors VI's last two decrees were 459 and for some reason 461. 460 was a decree by Loki.
