The Golden Sword award is separate from the Victorious Golden Nixon Award. The Victorious Golden Nixon Award shall be given for actions taken in RecWar combat, while the Gold Sword Award shall return to its traditional role as a honor for actual combat and defense of the nation from real threats. At the earliest convenience someone shall figure out who got which award for what reasons.

It's also funny because that's the latin word for sheath, and he's talking about his sword.
