UNITED ACTION

The Olive Branch Community





We the undersigned nations, in sincere commitment to micronational peace and the more harmonious functioning of the intermicronational community, do hereby declare their opposition to offensive and imperialist warfare of all types. We reaffirm our belief that problems are better solved through mutual negotiation and diplomacy than by carnage and destruction. In order to actualize this commitment and belief into a united front against those who would try to use force to gain their way, we hereby create the Olive Branch Community, united in action against the enemies of peace, under the following terms:



I. SECTION ONE: STRUCTURE



A. The Olive Branch Community will meet on a permanent forum provided for the purpose in MNN or a similar neutral location.

B. The nations of the Community will vote upon a Commissioner, who will be given moderator powers over this forum.

C. All votes will be held in open ballot on the forum, and will last until a majority has been reached, and will be closed by the Commissioner.



II. SECTION TWO: MEMBER NATIONS



A. A nation will be considered a Member Nation upon ratifying this document and informing the Commissioner of their membership.

B. No nation may be removed from the status of Member Nation except by their dissolution, their own choice, or by violating the terms of this document.

C. All member nations will by their membership have agreed to uphold the terms of this document in its entirety.

D. All member nations of population three or higher will receive one vote.



III. SECTION THREE: MEMBER ORGANIZATIONS



A. An organization will be considered a Member Organization upon ratifying this document and informing the Commissioner of their membership.

B. No organization may be removed from the status of Member Organization except their death, their own choice, or by violating the terms of this document.

C. All member organizations will by their membership have agreed to uphold the terms of this document in its entirety.

D. Member organizations will not receive a vote.



IV. SECTION FOUR: MEMBER INDIVIDUALS



A. An individual will be considered a member upon ratifying this document and informing the Commissioner of their membership.

B. No organization may be removed from the status of member except by death, their own choice, or by violating the terms of this document.

C. All members will by their membership have agreed to uphold the terms of this document in its entirety.

D. Member individuals will not receive a vote.

E. It is redundant for an individual who is a citizen of a Member Nation to become a member.



V. BYLAWS



A. If any nation, organization, or individual engages in a prohibited action (see Section VI), whether or not the attacker or the victim are members of the Olive Branch Community, an interested party will inform the Olive Branch Community of the event.

B. The Olive Branch Community will then vote on whether the offender is indeed guilty of the offense in question.

C. If it is determined that an offense has taken place, the penalties listed in Sections VI, VII, and VIII will be put into place.

D. The penalties put into place in such a manner can be removed by the methods detailed in Section IX.



VI. SECTION FOUR: PROHIBITED ACTIONS



A. An attack is defined as any malicious action intended to disrupt the functioning of a nation, organization, or individual, through the destabilization of their infrastructure.

B. Attacks include but are not limited to spamming, hacking, deleting, and bombing.

C. Engaging in actions falling under A and B do not count as an attack if the action is retaliatory in nature.



VII. SANCTIONS FOR NATIONS



A. All Member Nations will prohibit dual citizenship with nations under sanction. Dual citizens will have five days to choose which country with which they wish to stay.

B. All Member Nations will break off all treaties with nations under sanction.

C. All Member Nations will prohibit their citizens from posting in nations under sanction. Diplomats negotiating a solution will be exempted.

D. All Member Nations will ban the citizens of nations under sanction from their forums. Diplomats negotiating a solution will be exempted.

E. All Member Organizations will ban the citizens of nations under sanction from their forums.

F. All Member Organizations will forbid nations under sanction and the citizens of nations under sanction from taking part in their organization's activities.

G. All members must join in a posting embargo of any nation under sanction.

H. All members must cancel their citizenships in nations under sanction.





VIII. SANCTIONS FOR ORGANIZATIONS



A. All Member Nations will prohibit their citizens from joining any organization under sanction.

B. All Member Nations will withdraw from an organization under sanction.

C. No Member Nation will provide any sort of aid to any organization under sanction

D. No Member Nation will provide forum space to any organization under sanction

E. All Member Nations will ban all the members of any organization under sanction.

F. All Member Nations will join in a posting embargo of any organization under sanction.

F. No Member Organization will cooperate with an organization under sanction

G. All members will cancel their membership in any organization under sanction.



IX. SANCTIONS FOR INDIVIDUALS



A. All Member Nations will cancel the citizenship of any individual under sanction

B. All Member Nations will ban any individual under sanction

C. All Member Organizations will ban any individual under sanction

D. All Member Organizations will prohibit any individual under sanction from participating in the organization's activities.



X. LIFTING OF SANCTIONS



A. A vote may be started by any Member Nation to lift sanctions when one of the following has occurred in a nation under sanction:

1. Three months have passed from the initiation of sanctions

2. There has been a major change in government of the nation under sanction

3. The nation has apologized for its actions and made a serious effort to repair damage or compensate the victim

B. If such a vote fails another vote may not be started for another month.

C. If such a vote succeeds, all penalties will be removed from the nation under sanction.



XI. THE COMMISSIONER



A. The term of the Commissioner will be three months

B. A two-thirds majority can impeach the Commissioner

C. The Commissioner may recruit from the individuals, institutions and organizations, of the Member Nations to fulfill the requirements of his office.

D. A list of the nations, organizations, and individuals currently under sanctions will be put in a conspicuous place on the Olive Branch Community forum.
