Preamble

We the memberstates of the Scheheradze Convention have come together and placed past differences aside in the effort to begin a new era in which peaceful means to settle differences will be the norm rather than the exception. With this convention, we strive to work out ways to control the continual strife that affects, all micronations. Our goal, sometime in the future, will be to eliminate all means of inflicting damage to national websites, forums and archives, which not only damage the micronation where these things exist, but all micronations the world over. It is with this convention, we lay the foundation for an eventual peace, in Scheheradze Palace, Q'attera Imperial Capital, in the Federation of the Atteran Imperial States. With this instrument, we will hold accountible the actions of the memberstates of this convention and those micronations that interact with us on the micronational stage, and bring about the first items that we hope will only be the first of many.

Passed Legislative Items of the Convention

§1 Forbidden Actions and Punitive Measures The Mmber micronations of the SCHEHERADZE CONVENTION shall forbid it's members the following actions among the participants of said convention: The hacking or cracking of websites, attacking any and all message board accounts (namely Ezboard) that would result in it's complete destruction, or any other password-protected page used in micronationalism. Also, with the use of mass e-mailings as a weapon during war, shall not be permitted, as the victim may be using that account for macronational purposes as well. What may be permitted during the course of hostility, is the use of all bombs that can be used against message boards, smiley bombs, and spam cannons that may alter the message board, but not destroy it. With the use of these weapons, any forum that is listed as a "church" or place of holy writings or discussions, historical archives and neutral meeting places such as summits, intermicronational discussions or news outlets are considered protected and free of attack. This provision does not hold the same for any micronation not a part of this convention. The use of the above forbidden actions shall be permitted to be used as a response to those, not party to the convention, who choose to take hostile measures against a member of this convention.

§2 The Creation of the Scheheradze Convention Council- SCC "As mentioned in the thread "A call for more micronations and a convention council", I ask for a formal Council of the Scheheradze Convention memeber micronations with a yearly change of IME host and Convention Chairmanship. Once this is established, I think that this convention could be the basis of accurate reporting of the various crises throughout the microworld. In addition since it would be the continuation of the gathering that is currently going on now, but, with a formal organization, I think we would have more political clout to bring control, and accurate accountability to micronational conflicts." ---as spoken by HIH Diga Makonnen IV, Imperial Ras of Attera, Chairma of the Scheheradze Convention 2002.

The legal statement that shall be included in the Scheheradze Convention draft shall read as follows: The Scheheradze Convention, while in the auspices of the Intermicronational Military Exposition, deserves greater exposure and attention, shall convene in a different micronation to coincide with the term of the official who becomes the Chairman of the Scheheradze Convention. ie. If the chairman who is elected is from the USS, then, the USS will be responsible for hosting the convention on their forums, or provide a mailing list that will include the all of the delegations of the participating micronations. The Chairman, may vote for his micronation, but must attempt to try not to influence the vote in any fashion.

Goals of the Scheheradze Convention Council:

Continual Listing of Conflicts- The Scheheradze Convention Council (SCC), will be responsible for the accurate listing of all conflicts that occur with the various memberstates of the convention and any micronation that engages in hostility with a member micronation. Mission of the SCC- The SCC will also be responsible for executing the continual mission to regulate and codify new restrictions in Micronational Warfare, continual discussions between the memberstates, the creation of new weapons regulations, inspections, controls, and must attempt to bring hostile micronations together to negotiate an end to their conflicts. Composition and Duties- The SCC will maintain a general assemby consisting of 2 delegates from each micronation (if the micronation so chooses), and the Intermicronational War Crimes Tribunal (IWCT) to issue justice to any individual that causes undue misery and suffering by woefully disregarding the items drafted in the convention. This tribunal will be binding on all signatory micronations and it's verdict will be final. The SCC General Assembly will codify guidelines and regulations that will govern themselves and the IWCT by the creation of a charter that will be signed by all memberstates of the Scheheradze Convention. The SCC will be year round and will continue until the last phase of the convention is completed, at an unspecified date, to be determined in the future. Map Used By SCC- All micronations that are a part of the SCC shall be encouraged to use the Alternate Realities world map for all changes of borders and the settlement of territorial disputes. It is encouraged that all micronations that are party to this agreement join Alternate Realities, but it is not absolutely neccesary, unless the SCC decides otherwise. Information and Exposure- The SCC shall maintain a webpage that control will be transferred to each successive Chairman and will include any important documents, historical content, images or statements that occur during the duration of the convention. This webpage is for future micronations as a historical reference.

§3 Protections offered to Protectorates, Colonies and Territories of Memberstates of the Scheheradze Convention. While Protectorates, Colonies and Territories of certain memberstates of the Scheheradze Convention may exercise certain self-rule and may remain a seperate entity from it's "mother country", all of the agreed upon items of the convention shall be extended to only these entities that are mentioned in formal address to the convention. For the purposes of this item any protectorate, colony or territory that is semi-autonomous in relation to it's "mother country" will be referred to as an "entity". In this address, the "mother country" will state all of the vital information of this entity, to include the following: The name of the entity, the relationship of the entity to the "mother country, the location of the entity (as on the MCS map, or Micro-Monde, or Alternate Realities etc.), a list of military units and current strengths in each entity, and the name of the commanding officer of the garrison within said entity. Once this information has been placed in the Scheheradze Convention forum and posed on the "mother country's" website, then the entity shall be given a non-voting seat in the convention. In addition, this entity shall be accorded all of the protections and responsibilities offered in this convention and will be allowed to sign onto the final draft.

§4 Distinctions between Civilians and Military All member micronations of the Scheheradze Convention shall be required to formally display various distinctions between their civilian and military citizens. With the civilians no special icons, markings or insignia shall be required but with members of the military, each member shall have at least their rank displayed by insignia or written out on their electronic signature. In addition to these markings, on any website page that outlines the military forces of member micronations, each soldier must be listed along with rank. This is so that all member micronations will be able to determine who is actually a member of a micronational military, so that civilians may be adaquately protected in case of conflict between opposing forces.

§5 Information About Conflicts As a convention dedicated to the resolution of conflicts between members of the Scheheradze Convention and with those not covered by the provisions of this convention, any news about conflicts within the Scheheradze Convention and without, must be posted within the convention forum. Once in the forum, formal discussion shall commence about the conflict and the members shall seek a resolution to the conflict by offering suggestions that are formulated in these discussions and bring them to both sides. In addition, the combatants may request to the Scheheradze Convention the use of the forum to state their cases before the convention for final arbitration. Should arbitration be desired, each party may request the recusal of any micronation within the convention, it deems as an ally or unbiased state. Should all of the micronations be dismissed, a panel of three micronations, one for each side and one micronation chosen fr the group of dismissed micronations will provide the final ruling on the conflict. The adherence to this final ruling must be agreed to by both combatants before any adjudication is to begin to ensure absolute fairness to both parties. Should there be a discrepancey about the ruling, the Chairman of the Scheheradze Council will make the final, binding ruling.

Definitions of Terms and Words Used

Micronation- an ephemeral nation, virtual nation, one that is in imitation of Macronations, but maintains no actual territory, or has "territory" on the world wide web or in imagination. A political simulation, or political game may also constitute a micronation. Commonwealth- A group of nations that were once ruled by the same ruler. May be cultural or political. A commonwealth sovereign is usually the head of the mother country, who maintains political ties to former, now independent units. Denial of Service weapon- A weapon that keeps an enemy from using their own forums, webpages or e-mail accounts. Double login- A second login used by the same person trying to convey to others that the second login is a completely separate person for whatever purposes it may be. Entity- Any territorial division from fully sovereign micronation to territory that is ruled by a micronation. Micronation- an ephemeral nation, virtual nation, one that is in imitation of Macronations, but maintains no actual territory, or has "territory" on the world wide web or in imagination. A political simulation, or political game may also constitute a micronation. Mother country- A major micronation that has colonies or semi-autonomous units that are viewed separately. Porno-Bomb- Any pornography based weapon used to embarrass, harm or otherwise destroy a micronation's message board or image. Smiley-bomb- refers to any weapon that is used to exploit the smiley system of micronational ezboards to damage those boards.

Important Events During The Scheheradze Convention

31 August, the Atteran Federation and Cranda had a dispute over Crandan statements in Micro-nations.org. Attera issues ultimatum to Crandan government. Crandan Government capitulates to Atteran demands after Attera launches "prepatory" strike against the Crandan forum, on 1 September. Cranda's forum along with the entire hosting domain is knocked out of commission by Attera's Crimson Order. Leaders of both Attera and Cranda have formal discussions in Baracao and full scale war is averted.

1 September, the United Secular States and the Kingdom of Beebland had a dispute over Beebland's comments and spam on the USS national message board. After several attacks on each other's forums, Beebland closes it's forum and seeks admission as a state within Babkha. Babkha refuses on 7 September with a 5-1 vote. Beebland and USS conduct talks and Beebland is annexed by USS on 8 September.

19 September, the United Republic of Tymaria formally dissolves. 21 September, HIH Diga Makonnen IV, Chairman of the Scheheradze Convention offers motion to take Tymaria off of the quorum and the convention. Motion is seconded by HRH Shah Ardashir Khan of the Kingdom of Babkha. Tymaria is removed from the convention on 22 September.

24 September, the Atteran Federation reaches agreement with the Commonwealth of Interland on Interland's annexation by Attera. Formal Accord of Annexation signed by Interland's government on 30 September. Unification of the Atteran Imperial Defense Forces and Interland Defense Force to be completed in 3 months time. Interland is removed from the Scheheradze Convention due to annexation by the Atteran Federation.

6 October, 5 items have been agreed upon by the delegates of the convention. HIH Diga Makonnen IV, Chairman of the Convention, brings up a resolution to have the member nations ratify the Scheheradze Convention Phaze I. Upon ratification, the convention is considered Intermicronational law and will be enforced by the Convention Council.

Amendments to the Scheheradze Convention
