Further to Minitrade's orbatting ideas, it would involve you needing to work out a SNARL/ITRA-esque simple ruleset to allow inter-county conflicts in Shireroth. Perhaps this forum could be used to handle them?

Don't see why we couldn't. You're talking something like CITRA, right? A modified version of the current charters? Maybe some conditional modifiers and rules for benefits of winning?
