What would be the procedure for getting the next Kaiser?

Also, should there be a set date? He set in his LOA thread the date October 1st, and if he didn't return by that day, Jess was entitled to his something-or-other title. Whether or not this has any bearing on this issue, I don't know. I just don't want to have a constant stretch of Stewards until he returns should he decided to extend his LOA for a while or gets tied down...

The Landsraad could declare him dead and we could find a new Kaiser... or people could just sart claiming the throne until a claim sticks.. or I could take the throne.
