Why the Kaiser didn't respond

The news of the conquests by the Dark Lord had spread. A small attack from the bots in Shirekeep had been smacked down by the Imperial Guards.
In the mean time in the office of the Head of State:

"This is terrible!" shouted the Kaiser. The servant who stood closest to the Kaiser had expected this outrageous response already and took cover behind the big chair in front of the desk.
"Why isn't there any salt on my fries?!" asked the Kaiser disappointed. The Captain of the Guard coughed to get once more the attention of Leto. Nobody could blame the Kaiser that he placed his meal before state affairs: a ruler needs a decent meal to decently rule his Empire.
"Your Niftiness, the enemy has reached the gates of the city. Luckily we could push them back to the river. But I propose to evacuate and try a guerilla war..." said Captain Jake Mortimer. The Kaiser looked to his loyal officer and closed his eyes to think.
"Mmmm..." mumbled Leto, "Let us evacuate the citizens first. Shirerithian women and children have priority."
"What with the Babkhans, Your Niftiness?"
"Meh. Use them as cannon fodder. We can't evacuate everyone..."
The Captain saluted and left the room while the Kaiser ordered one of his servants to write a new decree to order the evacuation.
