Bank Programming Standards.

So, since more people are making mods for the bank. Total count is up to 3 now. (though I rebuilt one of them.)

I feel it is important that the SCUE set some standards for programs. Most will be technical, and honestly I could just write this, but since the bank is operated by the SC, the SC is the only one who can enforce them.

I'm putting the idea here for discussion. I'll start working on later when I'm not so tired.
