So you want a Rank 12 (High Mage) Wraith, and you want it bound to a Golem/statue, and with the ability to rip portals into Balgurd?

Base Cost 52
Rank 12
Bind Person (10 minutes and 3 seconds, DC 6)
Shift Person (15 seconds, DC 6)
Shift and Scry Astral Air (78 seconds, DC 9)
Triple Animate Self (0 seconds, DC 4)
Total Cost 2070
A breakdown of costing:
Base Cost 52 - Accounts for golem body (on Material Plane). If this body is destroyed, a new one can be created and the wraith re-bound (cost of a similar body will be an extra 50 points paid for as 'training'. Potentially could be given a basic, magically moulded body for no further cost, but this would need constant magical attention to maintain)
Rank 12 - High Mage, very significant magical powers (+1728)
Bind Person (10 minutes, DC 7) - Ability of wraith to magically bind self (or others) (+49)
Shift Person (0, DC 12) - Ability to instantly teleport self or other beings (including those of demonic origin if they already exist) (+144)
Shift and Scry Astral Air (78 seconds, DC 9) - Ability to spy on either plane, unseen (at least unseen for non-magical people) (+81)
Triple Animate Self (0 seconds, DC 4) - Chem to manipulate golem form at reasonable speed (+16)
Total Cost 2070
Total Points Cost 2070 = 414 :erb

Perfect. If you could arrange for two to be abandoned in a chamber hidden in the catacombs beneath the Ducal Palace in Eliria, a chamber which, incidentally, has sealed from the outside world for one thousand, nine hundred and eighty-four years (since circa 1632 ASC) payment will be forthcoming.

Done. I hope I shan't have to come and kill them later after they run on a terrible murderous rampage ... :p
