He can be a count of wherever people let him - just not a Baron or a Duke of multiple Duchies.
Why is Kildare doomed? Well, you gave an ex-Atteran the idea the Lesser Attera had something to do with Atterans and not strange hallucinogenic trees. You know what the Atterans did.

Yes, but I thought Malliki would not do this when he forbids other Brookshirithians holding counties in other duchies. But as duke he is of course above the law

Arvidur, you have it all backwards. Brookshirians are most free to hold counties whereever they can. I just don't allow non-Brookshirians to hold counties in Brookshire.
