I recently put forth some new voting procedures... which failed.
Voting Regulations
a. A measure before the assembly is open for a maximum of 7 days.
b. If a measure receives more favorable votes then unfavorable votes, then it passes.
c. A quorum must be achieved for a measure to pass.
d. Quorum shall consist of half of all member nations.
e. Treaty Amendments have no time limit.
f. A vote of 'Abstain' will not count as a 'Favorable' or 'Unfavorable' vote, but simply count that the nation registered a vote for purposes of quorum.
Here are some new procedures.

Since you asked.

1. "favorable votes than unfavorable votes"
2. It isn't the vote that passes, it is the measure voted on. Applies to b and c.
3. A quorum is a specific limit, not a certain number or more. So I think "or more" should be dropped in d.
