Treaty of General Membership to the Small Commonwealth

1. There is a commonwealth, called the Small Commonwealth, which shall consist of all signatory members of this Treaty. All member nations may send one representative to the Commonwealth Assembly.

2. Nations wishing to join the commonwealth must be approved by the Commonwealth Assembly with at least a 1/3rd plurality. If rejected, a nation may reapply in 3 months.

3. The commonwealth's day to day operations are headed and overseen by a chairman known as the Primate which shall be a permanent position once appointed by the Commonwealth Assembly. The Primate oversees the Commonwealth Assembly.

3b. The Commonwealth Assembly may elect an official known as the Secundus, subject to all the same election and removal procedures as the Primate, whom shall be vested with the responsibility of assisting the Primate. Should the Primate be unavailable or unable to fulfill his/her duties the Secundus shall stand in for the Primate, until available, or a new one is elected.

4. At any time the Commonwealth Assembly may hold a vote of no confidence and remove the current Primate. A simple majority (50%+1) is needed to remove a Primate and elect a new one. This vote is managed by the representative who proposed it.

5. Nations may leave at any time, but must give public notice of their intent to leave this treaty for it to be recognized. Upon leaving this treaty the departing nation is removed from all other treaties dependent upon this one.

6. This treaty may be amended by the Commonwealth Assembly with a 3/4th (75.0%) majority.

This amendment would create the "vice-Primate" position to be known as the Secundus. The Secundus would be my back up and assistant if needed. No special powers are given the position. It's just to make sure if I, or any other future Primate, vanishes we can still function.

Amending a Treaty is not something to do at a whim, since it would, at least in Hurmu's case re-ratify the entire treaty. The Diet of Hurmu approved one version of the treaty, and now this is another. I must therefore submit it to the Diet. Stay tuned

In the meantime, Hurmu abstains.

Nope, not really. As we are with eleven member states 8.25 states have to vote in favor of the amendment. Therefore eight states isn't enough, hence nine states have to vote in favor.

I believe we have several working to get things approved by whatever procedures are required in those nations. Not everyone has lightning fast legislative frenzies.

7-0. We should probably adopt a time limit on votes and just go with who ever has voted in that time frame. I suggest 7 days. That way we aren't held up by inactive nations, such as Antica has been suggested it will be. (since they ONLY want to be in the economy). It's up to nations to pay attention to what's going on here.

I would propose taking some more time: some nations are a bit slower. But in cases like Amokolia: they should have the possibility to vote immediately (there is only one ruler).

I agree with Jonas. Because we are amending the treaty on which this organization is founded, I think we can wait a little longer. We just need two more nations. Since Andreas says he's busy with getting permission and stuff I think Gralus will vote in favor in the coming days. Amokolia can sign anytime Jess wants, since he is the only citizen of Amokolia. I don't know about Livlandia, because I do not really know the nation, but Ashkenatza is probably discussing this right now. There is no reason to be against this amendment, which makes ten votes in favor.

Yeah. I wasn't gonna set a time limit on this vote. But in the future I probably will. And just base the percentage on who votes. By my way we are at 100% support. So even if no one else votes, it'll pass.
