I am coming before the Assembly to ask for a vote to recognize Ashkenatza as an Official Observer within the Small Commonwealth. This may require amendment to the General Membership Treaty, I'm not sure.

The treaty states that only member nations may send representatives to the Assembly. Strictly interpreted I'd say that means only representatives can be in the assembly, thus not allowing for an observer to engage in discussion in the assembly.
However, if we don't want to amend the treaty, a normal resolution could recognize a nation as an observer to the commonwealth but they would have no legal right to engage in discussion in the assembly forum... but they could obviously make public discussions in the general SC forum.
All merely my opinion on the legal stuff
Natopia is not opposed to Ashkenatza being granted observer status nor to creating a more official observer status within the treaty.

That is generally the opinion I hold. With luck they will eventually join as a fully member, till that time I feel it important to extend them at least the title of Observer, even if it doesn't grant them access to the Assembly.

Well then.. I guess it is agreed. We shall recognize them as an official Observer Nation, but they will have no rights or priviledges under the General Membership Treaty or in the Assembly.
