I'm not quite sure the ranks need filling. Something seems... off here. The numerous little treaty concept doesn't seem all that appealing for some reason. I'm not sure there's actually a good way to solve that though without running into individual national sovereignty issues.

Maybe people are just to used to monolithic organizations. Maybe people don't want or need an organization.

We don't have the issues we used to have. We don't have any real conflicts anymore. It's all recwars and made up problems. Real warfare is gone, we have no trouble makers. There are not blatant power struggles..etc..
